Owners of apartments from multi-storied blocks to be able to set renewable energy parks in Moldova

Chisinau, 5 October /MOLDPRES/ - The owners of apartments from multistoried blocks will be able to set renewable energy parks for their own consumption. The parliament today voted, in the first reading, the draft law which provides for the approximation of the national legislation to the European Union’s one in the field of renewable resources.
The document regulates aspects on the introduction of the government’s obligation to establish the national sectoral target for 2030. Moldova established the national target for 2030, so that not less than 30 per cent of the volume of electric energy consumed should from renewable sources; at present, the energy from renewable sources accounts for 6 per cent of all consumption.
One of the novelties of the legislative initiative is the transition from the net metering to the net invoicing. At the same time, the government’s right to enforce the ‘’static transfers’’ of energy from renewable resources with other member states of the Energy Community of EU member states will be introduced.
The administrative procedures related to the development of a project in the renewable energy sector are to be simplified. The legislative initiative also sees that the owners of apartments from the multistoried blocks will be able to set parks of renewable energy for their own consumption; also, these parks could be situated at another address than the consumption place, but only both addresses will have to be in the area of the same provider.
Another amendments suggested regard the promotion of renewable energy in the sectors of heating and cooling and transports, as well as the establishing of eligible producers’ right to receive payments (compensations) for limiting the quantities of electric energy from renewable sources, injected in the electricity networks. Also, the document contains provisions on the organization of tenders and the content of the tender documentation, as well on the specific rights and obligations of the eligible producers.
The legislative initiative also sees amendments as regards the guarantees of origin, which certify that the energy is produced in a certain settlement of Moldova, turning to good account the sources existing in Moldova.
The parliament is to consider the document in the second reading as well.
