Moldovan state to reduce bureaucracy in fiscal, customs sectors

Chisinau, 26 October /MOLDPRES/ - The parliament approved a new package on the reduction of bureaucracy in the fiscal and customs sectors.
One of the actions suggested in the fiscal sector regards the possibility of deducting the value added tax (VAT) based on the fiscal bonds for the payment of goods and services paid through the business payment card. The value of the procurements in each bond will not exceed 2,000 lei and will be of 10,000 lei at the most for one fiscal period.
At the same time, the limit of the sum which is not regarded as fiscal debt will be increased. The sums up to 500 lei will not be regarded as debts to the national budget. Presently, the limit is of 100 lei.
Another provision is the cancellation of the keeping of register the cash register; this action will make the entrepreneurs save, according to estimations, at least 5 million working hours annually.
The draft’s authors propose also the revision of the procedure of the enforcement of the exemption from VAT related to the re-import in the case of e-trade, according to the good European practices. Also, the obstacle seen in the case of examination of contestations by the council for settlement of disputes will be removed, through the change of the sum of the customs bonds.
Another novelty of the draft is the inclusion of the petrol and diesel in the list of products admitted for the wharf customs regime. Another action regards the simplification of the process of declaring the goods imported and exported from Moldova through postal dispatches.
According to the authorities’ estimations, the legislative package proposed will allow the business environment to save at least 500 million lei, which accounts for about 0.2 per cent of the Gross Domestic Product.
