Moldovan Agency for Energy Efficiency turns into National Centre for Sustainable Energy

Chisinau, 21 December /MOLDPRES/ - The government today approved the transformation of the Agency for Energy Efficiency into the National Centre for Sustainable Energy (CNED) starting from 1 January 2024. The institution will manage the fund for energy efficiency in the residential sector – a mechanism of financing institutions from the public sector, as well as a string of public registers in statistics in the field of energy efficiency and renewable energy.
The fund for energy efficiency in the residential sector will provide financings for measures of cutting the losses of energy in dwellings, with the financing mechanisms due to be worked out in the months to come and launched in 2024. In this respect, 25 blocks of flats have been already selected, where next year energy audits will be held and energy efficiency measures will be implemented. The Fund’s financing will be provided on permanent basis from the ‘’scheme of obligations in the energy efficiency sector,’’ contributions due to be paid by energy market operators; at the same time, non-refundable resources or cheap loans will be attracted from development partners.
„As long as 50 per cent of the energy is lost in buildings, the price of the energy resources does not matter, as the invoices will anyway be high. It is important that we understand that the investments in the energy efficiency recover from the saving of resources. Through the fund for energy efficiency in the residential sector, we will contribute to the cutting of the consumption in households and thus we switch from compensations in invoices to the decrease of the invoices,’’ Energy Minister Victor Parlicov said.
Besides the investments in the energy optimization of the residential and public buildings, CNED will manage also programmes on the replacement of old household appliances by new energy efficient ones. Presently, the Used-Up Household Appliances Programme is carried out in test regime, with the financial support of the European Union and the United Nations Development Programme, which will subsequently be taken over by CNED.
At the same time, the institution will also manage an information system in the energy efficiency field, which will comprise statistics on the energy efficiency of the buildings from Moldova and the impact of the measures implemented.
