DOC Energy performance certification of buildings becomes mandatory

Chisinau, 26 Sep. /MOLDPRES/- New buildings, those undergoing renovation, as well as those to be sold or rented, must go through the energy certification procedure and have energy performance certificates. Thus, buildings will be classified in an energy performance category on a scale from A (the most efficient) to G (the least efficient), and this information will be visibly displayed in the case of public buildings. The regulation establishing the certification rules was published today in the Official Journal.

The document sets out the specific requirements and steps necessary to certify the energy performance of buildings, including the preparation of energy performance certificates, the management of the Electronic Register of certificates and the way to inform potential buyers or tenants about the energy efficiency of buildings.

The certification will be carried out by qualified energy assessors and the certification process will include data collection, building inspection and energy consumption analysis.

Energy performance certification will be mandatory for new buildings and future building units, as well as for existing buildings undergoing major renovations. Also, buildings to be sold or rented must go through this procedure. Certification is also required for public buildings that have a useful area of ​​more than 250 m², as well as for public buildings that hold an energy certificate but have undergone significant changes, such as reconstructions, extensions or modernizations that influence energy performance.

On the other hand, certain buildings are exempt from this procedure. These include buildings protected as historical monuments, places of worship and buildings intended for religious activities, as well as temporary, industrial and agricultural buildings that are not intended for residence. Also, buildings with a usable area of ​​less than 50 m² are exempt from this obligation.

The decision for the approval of the Regulation on the energy performance certification procedure of buildings enters into force upon publication in the Official Journal of the Republic of Moldova, with the exception of some provisions on the control of energy performance certificates, which will enter into force upon the expiration of the six-month period from publication.
