Local public authorities to develop communication platforms with residents in Moldova

Chisinau, 5 November /MOLDPRES/ - The local public authorities (APL) of the first and second levels will develop communication platforms, in order to involve more citizens in the decision-making process. The subject on the implementation of the practices of the good governance in the local public administration and citizens’ involvement in APL’s decision-making process today was tackled during public discussions organized on the platform of the parliamentary commission for public administration and regional development.
MPs, representatives of central public authorities, mayors, district and local councilors, representatives of the civil society, development partners and foreign donors participated in the discussions.
At the event, a group of experts unveiled the findings of a survey made based on questioning the residents from eight districts of Moldova about citizens’ involvement in the decision-making process locally.
Experts recommended that APLs develop webpages which are to meet the provisions of the law on access to information. The web platforms will publish information on the procedures of public procurements, activity reports, action plans, general urban plans and other public interest information.
Experts say that some districts already use such platforms, in order to hold public consultations as regards the planning and distribution of the local budget at the implementation of local development projects. In this respect, the experts noted that the most transparent district was Straseni and the least transparent – Nisporeni.
The participants in the event discussed also the consolidation of the APL’s capacities of communication with the local community, administration and territorial decentralization, modernization of the school syllabus in civic education.
