Chisinau, 9 December /MOLDPRES/ - „We must learn to work correctly and transparently for our citizens.’’ This was the urge of Infrastructure and Regional Development Minister Vladimir Bolea conveyed on the International Anti-corruption Day at a roundtable titled, Anticorruption for qualitative roads. The official stressed that the organization of a roundtable, with the focus on the corruption phenomenon, was opportune in the context that the fight against corruption is declared the zero priority.
„Every day, thousands of citizens come in touch with the result of the work of roadmen and we should endeavor that, each time, the people should have the maximal level of content. All of us understand that, if the corruption-related component intervenes in the decision-taking process, this means services and materials of bad quality, things which subsequently result in roads which deteriorate quickly shortly after the rehabilitation or construction. The elaboration of programmes on digitalization, transparency, full openness in the decision-taking processes and in the signing of contracts will be able to bring us among the countries where the corruption was defeated,’’ Vladimir Bolea said.
At the same time, the minister emphasized the importance of the learning from the practice of such European countries as Germany and Poland, which managed to implement far-reaching infrastructure projects due to efficient systems of their management.
The event dedicated to the International Anti-corruption Day was organized, for the first time ever, by the State Administration of Roads (ASD), in partnership with the Infrastructure and Regional Development Ministry and Public Property Agency, and its goal was to tackle measures of preventing the corruption in the roads’ infrastructure, implemented by ASD. An essential item of the discussions was the digitalization of the processes of management of road infrastructure projects and the role of the new structure of prevention of fraud and corruption at ASD. Another important subject was the presentation of the e-Vinieta (e-Vignette) information system – a successful example in removing the human factor in the processes’ management.
