Chisinau, 20 June /MOLDPRES/ - A new working meeting of the political representatives in the process of negotiations on the Transnistrian settlement on behalf of Chisinau, Oleg Serebrian and Tiraspol, Vitaly Ignatyev, took place at the headquarters of the OSCE Mission in Bender today. Attending the event were also representatives of the actors in the 5+2 format of negotiations, the Reintegration Policies Bureau has reported.
Oleg Serebrian highlighted the alarming situation in the field of observance of the human rights in the Transnistrian region and some individual cases (Pleșcanov V., Ermurachi A., Dudnic Vl., Pogorlețchii V. etc.) of illegal and abusive persecution of Moldova’s citizens. He called on the reestablishment of the fundamental rights harmed and for having a more active involvement of the OSCE for ceasing the persecutions and observing the standards of the international law.
The Moldovan representative reiterated the message on the need to ensure the free access of the defenders of human rights and journalists from the right bank of Dniester to the Transnistrian region, just as this takes place on the right bank. Serebrian also asked to exclude the nominal restrictions and bans maintained for the people who fulfill the duties of the profession.
The political representative on behalf of Chisinau also demanded the unconditional and free access of farmers from the Dubasari district to their farmlands placed beyond the Camenca-Tiraspol highway.
Oleg Serebrian also made a repeated request to give up the political conditions and to facilitate the free crossing of construction materials and transport means involved in the works of repair of local roads on the sectors Corjova, Roghi, Cocieri and Molovata Noua from the Dubasari district, presently blocked by Tiraspol.
As for the charges expressed by Tiraspol concerning an alleged blocking by Chisinau of the authorizing the import to the region of a medical device meant for the computerized tomography, Serebrian enumerated the conditions needed to be met in this respect, including as regards the compulsoriness for the national competent bodies to record the beneficiary of this equipment and the compliance with the rigours of the radiological security in force.
As far as the work of the points for registration of transport means from Tiraspol and Rabnita is concerned, the Moldovan deputy PM for reintegration emphasized the need to manage the technical aspects, in order to document with neutral registration plates, in line with the requirements of the normative framework in force.
As for Tiraspol’s insistence to get security guarantees in the process of free movement of representatives from the region to the right bank of Dniester and abroad, in the light of the recent amendments made to Moldova’s criminal legislation, Oleg Serebrian pointed out that this subject was excessively politicized and that, in reality, the situation is vice versa. As namely Tiraspol keeps the infrastructure of the unauthorized control posts, subjects citizens to abusive verifications and interrogations, imposes various obstacles, maintains lists of undesirable people in the region.
Both Chisinau and Tiraspol evoked the need to maintain the dialogue in the working format of the political representatives and to re-launch the meetings of the sectoral working groups, as priority of experts from the health care sector, environmental protection and roads’ infrastructure.
