Vetting Commission starts evaluation of candidates for office of judge at Moldova's Supreme Court of Justice

Chisinau, 25 August /MOLDPRES/ - The Vetting Commission has submitted the form of the Declaration for five years and the Ethics Questionnaire for filling in to the candidates registered in the contest for the replacing of the office of judge of the Supreme Court of Justice (CSJ). Thus, the Commission started the process of evaluation of the candidates’ integrity.    

According to the quoted source, the notification on initiating the evaluation comes after, on 23 August, the Superior Council of Magistracy (CSM) sent to the Commission the list with 24 candidates who remained in the competition.  

The candidates for the office of CSJ judge are to fill in and return by email the declaration on wealth and personal interests, with updated data for the last five years and the Ethics Questionnaire, as well as the declaration on the list of close people who worked or have worked in the judicial system, in the prosecution system and in the public service in the last five years, in a period of ten days after the date of request, under the Law No 65/2023 on the external evaluation of the judges and candidates for the office of judge of the Supreme Court of Justice. The model of declarations and of the questionnaire were approved by the Vetting Commission and by submitting these documents, the candidates declare on their own responsibility the truthfulness and plenitude of the data presented and agree with the process of the personal data.    

The lack of a reasonable justification on the refusal to submit or for the non-submission on term of the declarations or the questionnaire represents ground for the ascertaining by the Commission of the non-passing of the evaluation by the candidate. After the reception of the declaration on behalf of the candidates, the Vetting Commission will analyze the incomes and properties of the candidates and their families.      

The Vetting Commission says that two out of those 24 candidates of the list submitted by CSM, Iuri Leahin and Leonid Chirtoaca, passed the evaluation of integrity under the provisions of the Law No 26/2022 on some measures related to the selection of candidates for the office of member in the bodies of self-management of judges and prosecutors and will not be subjected to repeated evaluation.
