Moldovan parliament adopts new package to reduce bureaucracy

Chisinau, Nov. 9 /MOLDPRES/- Parliament voted in the second reading a new package to reduce bureaucracy in the tax and customs sectors. It is about the second package of laws that provides for the facilitation of the activity of the business environment, by excluding the administrative barriers existing in the regulatory framework.

One of the actions proposed in the tax field concerns the possibility to deduct VAT based on tax receipts for the purchase of goods and services paid through the business payment card. The value of purchases in each receipt will not exceed 2000 lei, and for a fiscal period it will be a maximum of 10000 lei.

At the same time, the limit of the amount that is not considered tax arrears will be increased. Another provision of the II package to reduce the bureaucracy in the business field is the cancellation of the cash register and control machine, an action that will save entrepreneurs, according to estimates, at least 5 million working hours annually.

The tax legislation will also provide for the digitalization of reports with fiscal bodies. For the interaction with the State Fiscal Service, electronic documents and remote communication will be used.

The authors of the project also propose revising the procedure for applying the VAT exemption related to reimport in the case of e-commerce, according to good European practices. 

Inclusion of petrol and diesel in the list of products admitted for the customs warehouse regime. Another action is aimed at simplifying the process of declaring goods brought in and out of the territory of the Republic of Moldova by means of postal items. Thus, the obligation to submit a customs declaration will be excluded.

According to the authorities' estimates, the proposed legislative package will allow the business environment to save at least 500 million lei annually, which is about 0.2% of GDP.
