Owners of flats from multi-storied blocks of apartment to be able to set renewable energy parks in Moldova

Chisinau, 9 November /MOLDPRES/ - The MPs today voted, in the second reading, a draft law which provides for the approximation of the national legislation to the European Union’s one in the field of energy from renewable sources.    

The document regulates aspects regarding the introduction of the government’s obligation to establish a national sectoral target for 2030. Moldova set as national target for 2030 the fact that not less than 30 per cent of the volume of electric energy consumed should be from renewable sources; presently, only six per cent of the electricity is from these sources.    

One of the novelties of the legislative initiative is the transition from the net metering to the net invoicing. At the same time, the cabinet’s right to enforce ‘’static transfers’’ of energy from renewable sources with other member states of the Energy Community or EU member states will be introduced.    

The administrative procedures related to the development of a project in the renewable energy sector are to be simplified. The legislative initiative also sees that the owners of flats from the multi-stories blocks will be able to set parks of renewable energy for their own consumption; these parks can be placed at another address than the place of consumption, but both addresses will have to be placed in the area of the same provider.  

Other amendments suggested regard the promotion of the renewable energy in the sectors of heating and cooling in transports, as well at establishing the right of eligible producers to receive payments (compensations) for limiting the qualities of electric energy from renewable sources, injected in electricity networks. Also, the document contains provisions on the organization of tenders and the content of the tender documentation, as well as on the specific rights and obligations of the eligible producers.
