Moldovan Commission for Emergency Situations rules to approve regulations through authorizing import of farming goods for period of emergency state

Chisinau, 4 October /MOLDPRES/ - The import of wheat, maize and sunflower seeds will be allowed based on a licence issued by the Agriculture and Food Industry Ministry (MAIA). A decision to this effect was approved at a today’s meeting of the Commission for Emergency Situations (CSE), in order to maintain a sustainable price for the native cereals products from the economic viewpoint on the domestic market, the government’s communication and protocol department has reported.      

„The licencing of the import of cereals to Moldova is a necessary process for the regulation of the trade with farming products in the country,’’ Deputy PM, Agriculture and Food Industry Minister Vladimir Bolea said at a news briefing.

„Our goal is to control and monitor the import of cereals, thus ensuring the quality and safety of food products for consumers. At the same time, the licencing will contribute to the stabilization of the prices for cereals and to the protection of local producers. Thus, we will manage to establish a strict control over the quality of products imported, making sure that they meet the standards of food safety,’’ the official stressed.

Food Security. The need to introduce the licencing at the import of wheat, maize and sunflower seeds consist in the maintaining of the domestic markets of cereals products and of a sustainable price. The application on the issuance of the import licence could be submitted by a legal entity or private person who carries out economic activities on the fabrication of oils and fats, miller’s products, preparations for the food of farm animals or breeding animals. The requests will be considered by a commission set up by MAIA.  

Information security. Also today, the Commission for Emergency Situations instructed new measures for improving the monitoring of the information space by the Intelligence and Security Service (SIS), - a vital work for securing the online resources of Moldova, thus protecting the citizens and the national interests from potential hybrid, cyber threats and misinformation.  

Energy Security. Another decision adopted refers to the renewable energy market and the regulation of the fiscal regime of the balancing procedures, when the producers of green energy produce more or less energy than they forecast. The need to adopt it is dictated by the entrance into force, on 1 June 2022, of the rules of the European market in the absence of an adapted fiscal regime. The Commission members approved the necessary technical parameters for the good work of the market.     

Also, the operator of the natural gas transportation system will apply a 100-per cent cut in the entry and exit tariffs for the transport services enforced at the interconnection points (IP) Grebenyky and Ananiev with the networks of the natural gas transport operator from Ukraine, for the users of the system which transport natural gas to the storage deposits of Ukraine, on the route: IP Causeni – IP Grebenyky - IP Ananiev - IP Oleksiivka. The cut in the tariff is enforced, if the system user utilizes the route established above and the quantities of natural gas nominated at the entrance in the transport network through IP Causeni are equal to the quantities of gas nominated at the exit through IP Oleksiivka.    

This CSE decision refers also to the extension, till 31 October 2023, of the validity term of the environmental permit for the management of waste and the authorization on the issuance of pollutants in the atmosphere from fixed sources, issued for the Moldovan Metallurgical Plant.    

At the same time, 1.7 million lei was allocated from the government’s intervention fund for the maintenance of temporary placement centres for refugees, established by the local public authorities of the second level and another 272,000 lei – to the centres subordinated to the first-level local authorities.
